Police amend SOP to counter ‘sticky bomb’ attacks

Srinagar: Kashmir Police Wednesday said the Standard Operating Procedures (SOP) for operating in Kashmir have been amended in view of the inputs about the arrival of the  “sticky bombs” in the region.
“We have received some inputs that some sticky bombs have come to Kashmir. We have alerted everyone about it. SOPs have also been amended,” Inspector General of Police Vijay Kumar told reporters here.
Sticky bomb or Magnet-attached Improvised Explosive Device (MIED), fixed through the magnet to target vehicles and detonated remotely, has wreaked havoc in Afghanistan in the past few months.
The recovery of “sticky bombs” – though not used by militants yet – from three different places in Kashmir could be a sign of impending violence in the region.
Kumar also claimed that police averted a major attack by arresting a suspected militant and his associates from south Kashmir’s Awantipora.
A Vehicle-Borne Improvised Explosive Device (VBIED) (Car bomb) attack has been prevented by arresting a militant and his associates from Awantipora, who were set to carry out a Pulwama-style attack, Kumar said.
“Awantipore police foiled a bid wherein Jaish module was planning to carry out vehicle-based IED. We arrested a B A first-year student, who was motivated through social media applications. After interrogating him, four more youth were arrested. A vehicle bearing number JK O1 E 0690 was also recovered that was supposed to be used for carrying out a car bomb,” Kumar said.
During the interrogation, Sahil Nazir, the main influencer, confessed that they were supposed to carry out a vehicle-based IED with the help of an OGW from north Kashmir, he said.
Kumar said that a Lashkar module headed by Lashkar militant Umar Khanday, who was involved in Baghat, Srinagar attack, had persuaded one Musaib Ahmed from Pampore. “We arrested Musaib and he revealed that at his home there was a container carrying 25 kg of ammonium power that was supposed to be used as IED,” he said.
During his interrogation, he revealed that the remaining material was supposed to reach from north Kashmir.
“On his lead, one more youth Shahid Sofi was also arrested. They were planning an explosion at MC building Pampore. In total, seven new militant recruits were arrested in two modules that stand busted,” he said.
